<p>Realizou-se nos dias 14 e 15 de Fevereiro de 2005, em Lisboa, uma <br />Workshop Internacional com participação de representantes de Portugal, <br />Angola e Brasil tendo em vista a troca das experiências e discussão de <br />estratégias para a utilização de software livre no mundo lusófono. <br /> <br />A SLEPI 2005 surgiu pela mão da UNESCO, como consequência do objectivo <br />de apoiar modelos de desenvolvimento (em termos de sociedade, não de <br />software). Na opinião de João Neves (Presidente da Direcção da ANSOL), <br />no que toca ao desenvolvimento de capacidades, &quot;a diferença entre <br />software proprietário e software livre é o mesmo que entre dar um peixe <br />e ensinar a pescar. Come-se nas duas situações, mas não se obtem <br />autonomia na primeira.&quot; Este ponto foi constantemente realçado por <br />Jean-Claude Dauphin da Divisão da Sociedade de Informação da UNESCO. <br /> <br />Este foi o primeiro encontro do género, tendo ficado agendado um novo <br />encontro para Agosto de 2005 em Luanda, Angola, organizado pela <br />Universidade Católica de Angola. <br /> <br />A principal conclusão foi que estamos numa fase inicial de descoberta. As <br />iniciativas e utilizações feitas de software livre <br />num país são desconhecidas nos outros. Há uma vontade de <br />cooperação e interesse em descobrir o que pode ser reaproveitado para os <br />outros países. <br /> <br />A posição de que o software livre ajuda ao desenvolvimento precisa de <br />ser posta em acções práticas. Precisa também de se reflectir nas <br />políticas dos vários países de forma a não permitir a inutilização do <br />software livre por via legislativa. <br /> <br />Em relação à investigação e ensino, vai-se realizar uma transferência de <br />tecnologia de Portugal para os outros países no que toca a sistemas e <br />conteúdos na área de e-learning. Também vai ser criado em Portugal um <br />curso on-line sobre utilização de software livre no ensino médio e <br />superior. <br /> <br />No que toca à construção de capacidades locais, vai ser construído um <br />portal como instrumento de cooperação incluindo o directório de <br />especialistas, um telecentro em Angola pelo governo brasileiro com <br />conteúdos fornecidos pelos vários países num esforço de dinamização, e há <br />um conjunto de actividades planeadas para dinamizar telecentros já <br />existentes (nomeadamente em Cabo Verde e São Tomé e Príncipe). <br /> <br />Em relação à troca de experiências a nível governamental, existem <br />contactos entre as Administrações Públicas dos vários países, embora <br />ainda não haja nenhuma acção concreta preparada nesse campo. <br /> <br /> <br />As reuniões que se realizaram na terça-feira com o Dr. José Sasportes <br />(presidente da comissão nacional da UNESCO) e com o Embaixador Tadeu <br />Soares (secretário executivo adjunto da CPLP) fazem prever, no <br />seguimento das iniciativas e tomadas de posição destas organizações, que uma <br />nova atenção seja dada ao software livre. <br /> <br />Esperamos ter o documento das recomendações finais, assim como as <br />apresentações realizadas no site nas próximas 24 horas. <br /> <br />Site: http://slepi2005.ansol.org/ <br /> <br /> <br />========================================================================== <br />Contactos: <br />========================================================================== <br /> <br />João Miguel Neves <br />Presidente da Direcção da ANSOL <br />joao.neves@ansol.org <br />(+351) 933 252 302 <br /> <br />Rui Seabra <br />Vice-Presidente da Direcção da ANSOL <br />rms@ansol.org <br />(+351) 933 255 619</p>
